Customer notification doesn't follow the default language support

      Summary

      When a customer portal set as a login-free portal, the notification should follow the default language. For example a default langauge is "France". When the second language is set to either "English (UK)" or "English (United State)" , the notification is send with English language. However, when the second language is other than English , the notification is send with default language which is "France".

      Steps to Reproduce

      1. Set project language support default with "France".
      2. Set the second language with "English (UK)"
      3. Set the Customer Permission as "Anyone can send a request without logging in"
      4. Then, open the customer portal and create an issue using a non existed customer email for "Email confirmation to"

      Expected Results

      Request created notification is send in "France" language.

      Actual Results

      Request created notification is send in "English" language.

      Notes

      I tested setting the second language to "Russian" , the request created notification is send with "France" language , which is the expected result.
